Musicians want to be heard. Making that happen involves time and effort that could be spent making music, however. Fortunately, Richmonders Eljah Hedrick and designer Rian Moses-Hedrick have started a platform to help. HearRVA shines a spotlight on Richmond musicians. "We're basically trying to play matchmaker with music fans here in Richmond," Rian says.

The promotion platform was created in July last year by the designer and her husband, Eljah. HearRVA's website offers videos of local performances, a list of live music spots and playlists of songs from Richmond-based musicians. Musicians submit links to their work to be considered for promotion at no cost. The site is a passion project for the married couple and is supported by money donations from the natives.

One of the next steps is an interview series, "Liner Notes, " which highlights local musicians and the motivations behind their music. The series was launched in November with local singer Devonne Harris, who plays recorded popular music on the local radio. "It's a great way for listeners to get a close look into what's going on behind some of the creative forces in the city," Harris says. "Sometimes having extra insight adds more of a connection, so people can really go back to listen to your music and be grateful for what you do and listen to it from a different angle. "

Rian and Elijah are looking ahead to season two –of "Liner Notes", which they plan to release next year. For them, everything ties back to providing exposure to local musicians. "People always want to go to LA or New York because they think they have a better shot there, and the market's bigger, "Rian says" but why don't we grow the market here?"

Thunderstorms often show up uninvited to Carnival (狂欢节) in Brazil. This year's attempt to influence the skies took place in Sao Pablo by a party's official sponsor, Skoal, a Brazilian beer brand. "The fun stops when it rains," says Pedro Ada my, Skoal's marketing director. So do beer sales.

An airplane painted with Skoal's logo sprayed (喷洒) water droplets into clouds to make rain fall before the clouds reached the city. According to its YouTube video that has been viewed 12 million times, it is a "mission worthy of science fiction".

Whether it's science or fiction is up for debate. The use of cloud-seeding to increase rainfall dates back to the 1940s. But the United States government stopped funding it in the 1980s due to a lack of" scientific proof of the effectiveness of intentional weather change", according to the National Research Council. A new paper based on experiments in Idaho found that seeding clouds with silver iodide increased snowfall on three occasions, but the authors say that more research is needed to find out if it can reliably promote precipitation (降水), Pablo Tartar, a Brazilian physicist, says flatly that cloud-seeding is "useless".

Still, governments and firms in many countries use the technology. Sao Pablo's water company has signed million dollar contracts with ModClima to bring rain, most recently during a drought in 2014-15. Although cloud-seeding normally uses a chemical such as silver iodide to provide a surface around which water or ice droplets form, ModClima says it has invented an "experimental" method that uses water alone.

Carnival-goers cheered when the first two days were cloudy but dry. Many shared Skol's video. But at around 5pm on February 24th, the sky darkened and rain poured down. Celebrants at one block party left the Skol stands and rushed to buy umbrellas and plastic rain capes.

One night,Aughtry and her husband,three kids were safe and warm inside their home. She was asleep when she first heard the cries for help at her back door,where she found Joe trembling and terrified. 

At first,she refused to let him in. He was a complete stranger. But as she saw the desperate man outside shouting for help,she knew she couldn't leave him to die. She sent her husband,Trent,to carry the man into her home. 

Aughtry was shocked at the man's condition. He had terrible frostbite(冻伤) on both hands,and he clearly needed medical attention. But when she called 911,no one came. The storm was so powerful ambulances were getting stuck on the way to emergencies. 

With no help on the way,Aughtry had to play nurse to a stranger. The man is a 64-year-old with developmental disabilities. Earlier that day,Joe mistakenly thought he had to go to work,so he left his group home and walked right into the eye of a deadly snowstorm. 

"I'm going crazy because I'm scared,"she asked for help in a video online. "I'm starting to see his body has changed rapidly every hour,"she continued. "I've called 911. I've called everybody. They just keep telling me I'm on the list. " 

After watching her video,four men contacted Aughtry and said they would brave the storm in their four-wheel drive vehicle to get Joe the help he needed. 

In a later video,Aughtry showed the men loading Joe into a truck to take him to the hospital. She stayed by his side the entire time,gently telling him,"I'm right here,Joe. " 

Joe's friends and family are grateful to Aughtry and everyone else who stepped in to help Joe. His sister,Yvonne White,calls Aughtry an"angel".
